Vision

The vision of the Department for Social Inclusion of Persons with Disabilities is to improve the quality of life of persons with disabilities, through the formulation and implementation of such reforms, which will create new prospects for social inclusion.

One of the priorities of the Ministry of Labor, Welfare and Social Insurance is to ensure and satisfy the rights of the vulnerable group of persons with disabilities. Besides, the social inclusion of a person with disabilities requires a series of supporting interventions: It firstly requires the assessment of the needs and capabilities. Then it requires to ensure the independent living and accessibility to society, to provide the appropriate education, training and employment opportunities, to provide reasonable accommodation, to support the development and improvement of the quality of life.

Establishment & Activities

The Department for Social Inclusion of Persons with Disabilities has been established with the Budget Law of 2009, on the basis of the Ministers’ Council Decision n. 66.763 dated 6.2.2008, and the Public Service (General) (Amendment) Regulations of 2009, 279/2009.

The main activities of the Department are:

1. Provision of assessments and certifications of disability and functioning.

2. Provision of social benefits to persons with disabilities.

3. Provision of direct and indirect vocational rehabilitation and other support services.

4. Coordination of the effective implementation of the UN Convention for the Rights of Persons with Disabilities and the National Disability Action Plan.

Organizational Structure

The organizational structure of the Department is based on four sections: a) Management of the System for the Assessment of Disability and Functioning, b) Social Benefits, c) Vocational Training and Other Support Services and d) Focal Point for the implementation of the UN Convention for the Rights of Persons with Disabilities,

The Department is also supported by the secretarial and accounting personnel.
